While running the API: hr_assignment_api.update_emp_asg , I am getting error as ORA-20001: HR_51148_

I am trying to update the assignment for one employee. While excuting the API ,  i am getting exception as "ORA-20001: HR_51148_ASG_INV_DEF_COD_COM:"

Can anybody let me know what does this error means.

We are using Oracle EBS 11.10.5.2
