Templates linked to concurrent program/data definition are not in the drop-down in Onsite Settings

I am trying to assign a default template to a concurrent program definition.   The field descriptions are on the page, but when I click on the Onsite Setting tab the template drop-down is empty.

System Administration resp
Concurrent > Programs
Query any program
Onsite Setting tab
LOV (drop-down) is empty.

When I click on the Onsite Setting tab the template drop-down is empty.
As you can see from SR_screenshots.docx I have a data definition for this concurrent program with templates attached.
System Administration resp should allow me to change the default template, but none of the templates linked to this concurrent program/data definition are in the drop-down in Onsite Settings.
