Block change tracking process takes 100% CPU

Hi!
We have block change tracking enabled. Is it expected behaviour that the process it self takes this much CPU?

17867 oracle    20   0 30.3g  33m  30m R 99.9  0.0   2524:14 ora_ctwr_MYDB

I have not found any information on metalink for this.

Db version: 11.2.0.2
