Validation Intersection Report states user Cannot Write

I have an FDM application integration to and HFM application.  I have some users can access the maps but when they go to the validate step the intersection validation report states they do no have write access.

If I set users as both admin in HFD and FDM via Shared Services it works fine however I do not want them to have this much access.  I really need to limit their access in HFM.
