enable block change tracking file when only backup level 0

 Hi,
   I backup database with type is Incremental and were enabled the "block change tracking file" . If I still backup database with this type but only level 0 (not level 1), the enabling "block change tracking file" still effect (still increment perfomance RMAN) backup RMAN or not?
