BI Publisher 11.1.1.5 doesn't display report with parameters in Data Model in _xmode=3 in access by

 We use BI Publisher as reporting tool for CC&B 2.3.1 We migrated from BI Publisher 10.1.3.4.1  to BI Publisher 11.1.1.5 (Installed with Oracle BI 11.1.1.5 Pack).

CC&B Display Bill button generates URL to display bill via BI Publisher like:

http://bipubserver:9704/xmlpserver/Components/FL_MD_01/FL_MD_01.xdo?_xpf=&_xpt=0&_xdo=/Components/FL_MD_01/FL_MD_01.xdo&_xt=FL_MD_01_BASE&_xf=pdf&_xmode=3&P_SWITCH=N&BILL_ID=474695597794&P_REPORT_CD=FL_MD_01&P_USER_ID=SYSUSER

All service parameters (like _xf,_xmode) are hard coded and cannot be changed

This URL worked fine in BI Publisher 10.1.3.4.1 but it doesn't works in BI Publisher 11.1.1.5. The cause is the string _xmode=3.
