UCM Installation and Best Practices

Wouldn't the following instructions according to Oracle Master Data Management - Customer Hub (Siebel UCM) Information Center - Install Lifecycle [ID 1081980.1] conflict with the fact that all Siebel Fix Packs are cumulative? Does this mean I have to install 8.1.1.1FP prior to installing 8.1.1.6FP if I want to implement UCM?

Step 1 - Installation of Siebel Base Release 8.1.1 [21111] SIA Base Build
Step 2 - Installation of Siebel Maintenance Release 8.1.1.1 Fix Pack
Step 3 - Install and Configure of Siebel (UCM 8.2) for 8.1.1.4 (or) Higher Fix Pack.

Also, does anyone have information on detailed installation/setup instructions and best practices for setting up a standalone UCM server?
