Parts Requirement html page can not use specil address function as its form page

Hi,

   when using customer support->service requests ,hint parts button to enter into the Parts requirements Form page,we can choice a specil address for a shipping address.but when using the Parts requirements html

page,we cannot use a specil address function as its form page

  Can anyone tell me why,is it a bug ?

 please get more information from the attachment.
