How can I increase performance of our Oracle EBS server

Hi
We are using Oracle EBS R 12.1.2 on Server. but performance is slow. This is a new instance with small database (70GB) and new implementation but performance is very slow.
This is single instance, single user installation.

System configuration follows
HP Proliant DL380 G7
Intel(R) Xeon(R) CPU  X5670  @ 2.93GHz
24GB RAM, 1TB HDD

Kindly guide me how can i tune our server for best performance.
