How to Define Statutory Information..?

Dear All,

Please help me out on How to enable Statutory Information Tab in People Assingment Window..? and how to add LOV in Statutory Informaion Tab..? Before it do i need to Define any segments (KFF ) or not..?

Please give me step by step process ( Navigation ) on it.
