Block or hold New Blanket Release

 Is there any way to hold new blanket Release after a certain amount/quantity is released from the Blanket Purchase Agreement within the standard functionality. There is a 'Notification control' which notifies the buyer after it reaches the amount limit set in Notification control. But it does not really block user to release remaining amount.
