ORA-12541: error TNS: no listener

I am having issue with the snapshot site (replication site). While replication strated from the snapshot site to the MASTER, i am getting this ORA-12541: error TNS: no listener

I can connect to the master from the snapshot site using sqlplus but pushing the deftran i am getting this problem

This is happening almost like a month from a single site to the MASTER.

We have couple of countries (snapshot/replication sites) and from them the replicate regularly (like daily once or couple of time depends on the deftran)

We are desperates looking for the solutions. Please some one help in this regard.
