AR Inclusive versus Exclusive tax

...we have been using inclusive defined tax rates for AP for the past year. We are in the process of implementing and testing AR using the same AP deifined txes/rates(e.g. HST). However, for AR transactions we would like the tax to calculate as  exclusive. When the flag  'Set Invoice Values as Tax Inclusive' is not enabled at the AR Customer level we are expecting the tax to calculate as exclusive...however it continues to calculate as inclusive(like AP).....any suggestions, tips to get the tax calculating as exclusive in AR?
