Pending Resource Transactions in Error with no error message

Hi
We have Average costing WIP Organizations. We have predefined overhead rates at Department level. the resource charge type is WIP move. when we transact move transaction the resources are stuck pending phase with error. however when we click on error message the fields are blank.

will anybody please help us in troubleshooting this error.
