Approval list could not be generated please contact sysadmin for AME setup review

Dear all,

I am facing a strange issue, one of our users had withdrawn a PR and a the time of submiting he is getting error "approval list could not be generated" , Ichecked his supervisor heirarchy and all the approvers are fine, I requested the user to delete that line and create new one but still he is getting the same error for all requisitions he is trying to raise. the rules are fine , this error is occuring after that particular requisition has been with drawn  . please help me out with this issue
