Can i do a technical upgrade to 12.1.3 when 2 OU'S share the same set of books and the customer want

Customer is preparing to move to R12.1.3

As part of ongoing discussion on which path to choose in the upgrade, it seems that theres a growing need to sparate 2 ou's that are sharing the same set of books.
Customer would want that in R12.

Question is to have the books separated is it possible to do it in a technical upgraded path? or move to a re-implementation?
