utl_smtp generating random mail counts

I have a utl_smtp mail procedure that has been functioning well for quite a while but recently started sending 2 messages for a couple of days(less than 1 min apart), then skipping a day or sending only 1 message - the frequency is random.  When it sends 2 the first has the correct data, the second has no data, which is technically correct as there have been no data changes since the last message,  and is still formed correctly.  I haven't found that any errors are being generated.  It should send one message daily, every day of the week even if
