Encountering a listener error while attempting to create a stabdby via Grid Control

Good Afternoon,
I am encountering an error with both the local and scan listeners while attempting to create a physical standby database via grid control. We successfully engineered physical standby databases during the discovery phase of the project. This success was based upon the primary databases housed in veritas file system to +ASM standby databases being created using data guard via grid control. The version of Grid Control is 11.0.1.0 and the DB is 11g R2. We are now deploying the engineering tier using the same versions. The only difference is that all databases are now stored and managed in +ASM.
