Blocking Inventory transfer (IT)

hi everyone,
In my company setting, we have 3 warehouses. 2 in the same location, another one located a bit further away.

Because that warehouse is a bit far away, I want to record transfers from that warehouse to the other 2 by ST-OT and not by IT.
I can set the ST-OT without problem but I have issue blocking IT. Is there a way to do that?
