Depreciation Calculation in Tax Book

We have tax book for Federal Tax. The federal bonus depreciation is 100% and federal depreciation is 20% on cost. How is the federal depreciation calculated by oracle. Our tax people say that it should be calculated on cost minus bonus depreciation.
