Cost Manager running but Layer Cost Worker requests not being created

I have launched the Cost Manager for one of our inventory organizations.  The Cost Manager says it is running, but no Layer Cost Worker requests are being created.  Upon transacting cost enabled items, the Layer Cost Worker requests are still not being created.  These requests were previously running successfully.  What needs to be updated to make these requests run successfully again?
