Report creation problem in 12.1.0.1

in Enterprise Manager Generic (MOSC) Question
I'm looking at upgrading from Grid Control 11g to 12c.  We have several reports which provide daily status of the databases.  Of course these can't exported or migrated and I'm not sure they will get translated if we do an upgrade.  I have a working GC12c instance up and have been trying to recreate the reports there.  I'm using the Information Publisher Reports.  In a new report I have added a metric detail element.  The target type is set to database instance, but the drop down for the metrics is blank.   There is a note below the metric drop down that
