Listener Refusing Connection To RAC DB

Hi,
Has anyone got any idea how to tackle this error: ORA-12520: TNS:listener could not find available handler for requested type of server.

I have raised a ticket with Oracle Support, but all there suggestions have not helped in any way.

I have also tried numerous suggestion on goole to set local_listener, but it is not working.

Please i urgently need help with this.
