12.1.3 Change order errors when PO distribution GL Date is within a prior, closed Purchasing period

We have a business need to create change orders against NON-Global BPA releases, after the purchasing period in which the original release was created has been closed.  This scenario fails validation due to the GL date of the original PO distribution being in a closed Purchasing period.

Ex: Non-global BPA is set up for 1 fiscal year and has no encumbrances associated with it until the point of creating a release. Two months later, we submit a change order to increase the quantity ordered on the release.

We have tried both leaving the need by date at the original date and changing the Need by date to reflect a date in the open purchasing period. Both result in the same GL date failure. We know that we can modify the busines process to include a pre step of a buyer going into the release to unreservie it to change the gl date. This solution is simply too labor intensive.
