Slow Home page render for 64bit targets

I have just finished instaling 11g Grid control with 10.3 WebLogic on a Windows 2008, 32bit system.  I began deploying agents to my target host machines.  OMS/OMR/OMA all reside on the 2008 32bit system.  i have one target host with Windows 2003 32bit.  I have 3 target machines that are w2008R2 64bit.  These were the last 3 targets deployed.

When I click on a host target that is a 32bit os, the hoem page renders in less than 2 secs.  However, when I click on any of the 64bit targets, the render of the home page takes 22 seconds. 

Discussion with a local DBA who was also doing a 11g GC install and was several weeks "ahead" of me told me that my Weblogic server was in development mode and not production. So, i followed the steps within the Weblogic documents for shifting to production. However, when I ran the startweblogic.cmd file, it ran for several minutes then appeared to hang.  I opened up the Weblogic admin console, and shudown the OMS machine.  I waited about 15 minutes and the startweblogic command stayed in the same spot, no further actions indicated.
