AUD: Cost Audit Report(PAXAUGLT) has poor performance in 12.1.3 compared to 11.5.10.2

Has anybody encountered performance issues with the AUD: Cost Audit Report(PAXAUGLT) has poor performance in 12.1.3 compared to 11.5.10.2?I

I run the PAXAUGLT module: AUD: Cost Audit Report in 11.5.10.2 with specific parameters and it runs in 2 minutes. I run the same report in 12.1.3 and it runs for hours and never finishes. I found note 1298140.1 which recommends patch 11685125 which fixes the PA_GL_COST_XFER_AUDIT_V view via the pav0437.odf file. We have version # $Header: pav0437.odf 120.4.12010000.4 2011/01/31 13:09:09 vgovvala ship $ of this file but the patch says it brings it to version: 120.4.1200000.3 which seems like an earlier version. This patch also requires a password so I couldn't download it to see the differences.  I have opened an SR as well but I thought I would open a discussion as well.
