work center messages issue

We upgraded to 8.98.42 and work center messages doesn't work as expected. Records in F01131M table are created and the records in F00165 on GT01131 are also created but are missing all info in the blog field (the info in the attachment). A separate environment was created for the 8.98.42 release until it gets promoted to Production, is still in testing.
