PO Approval to multiple users

Dear all,

we have a requirement in Purchasing, If a PO has been created and approved by purchasing manager. Then our Procurement head, C.E.O and the Operations head either of them can approve that PO. when approved by the purchasing manager notificatoins must go to the three employees and either of them can approve . Is there a way to achieve this functionality we are using 12.1.3,
