OTL: Retrieval Dashboards, What is meant by assign the dashboard function to "Administrators"?

Another question, do we need to give people "Manager Self Service" responsibility to use this functionality? One of the troubleshooting tips says that it is not expected to be provided to supervisor/timecard approvers, it should be provided to administrators." Can you be more specific about "Administrators"?
