query regrading Metalink Note:759804.1

Hi,

Can someone explain me usage of call to API "QP_Attr_Mapping_PUB.Build_Contexts" in the sql "PRICE_REQUEST_API_EXAMPLE.sql " attached to this Metalink Note and also is there any way to populate all the present qualifier  in the table "p_qual_tbl".I am creating a custom code based on this sql but not sure how we can populate all the qualifiers, i don't want to make code change everytime a new qualifier has been added to the modifier.

Is there any better to approach this.
