Calcuating tax from a PO on line account

Hi,
I am trying to setup tax to calulate on a PO based on the line account.  E.g all assets need a separate tax code so I want to use a range of accounts for this in a DFS.

The option to calculate tax on account for PO or requisition in 'Configuration Owner Tax Options' is greyed out.

Is there any way to get around this?  Why does this seem to be intended functionality?
