Recreate UTL_FILE, UTL_SMTP, UTL_TCP and UTL_HTTP packages

Dear Gurus/Experts,

One of my cusotmers wanted to revoke execute permission on UTL_FILE, UTL_SMTP, UTL_TCP and UTL_HTTP from PUBLIC. while doing so he received  "ORA-01927: cannot REVOKE privileges you did not grant" error. As per note 471863.1, I need to drop and recreate these packages. Please advise which scripts executions will help him recreate each of UTL_FILE, UTL_SMTP, UTL_TCP and UTL_HTTP packages.
