BIPublisher Template Builder Error: System Error &H80040111 (-21472211231)

I have installed BI Publisher Desktop  11.1.1.5.0 for Windows. I am using Microsoft Office 2007. However when I open the BI Publisher tab and want to inport the sample XML i get the error "System Error &H80040111 (-21472211231)". The header of the error message block "Microsoft Visual Basic".

I have uninstalled the BI Publisher and re-installed but still get the same error. Please help
