Disable Journal Approval via E-mail

My company would like to remove the abilty to approve journal batches from e-mail notifications (forcing user to review journal). This issue we are facing is that if the Approve functionality is removed from the notification, there is no way to easily approve the journal. When the approver clicks on the Enter Journals hyperlink from the notification, the Approve button is greyed out.

Any ideas?.
