Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Balancing Segment values error

I am getting this erro when i try to remove BSV while defining setups for ledger :

The Balancing Segment Value Assignments can only be confirmed after all legal entities have been assigned at least one value.

I wanted to add BSV to LE instead i added those to ledger, now when i try to remove BSVs from ledger i am getting the error,

How should i remove BSVs from ledger and then add them to LE via ASM, please advise
