US PAY: PA Act 32 for 11i

Has anyone come up with a way to enter all of the new School Districts (other than manual) so that they can be used?  Also, had anyone come up with a way to add these school districts to everyone's record in PA?  We have about 7500 entries to get in and test before putting into production and time is running out.  Please help.
