Are BI Publisher 11.1.1.5 v2 Web Services fully implemented? Should I use PublicWebService instead?

I have been unable to schedule a report that exists in the catalog to run once at a designated time in the future using BI Publisher 11.1.1.5's v2/ScheduleService Web Service.  When I attempt to schedule a report to run, I receive a valid report job ID back from the ScheduleService scheduleReport Web Service call.  When I check the BI Publisher "Report Jobs" page, the menu shows the named report in the "Report Job List" table, but no start or end date/times are included. 

Is there anyone out there who has been able to successfully schedule reports using the v2 ScheduleService?  If so, could you please post an example SOAP post that scheduled the report?
