Not able to install Web center extension in Jdeveloper 11g 11.1.1.5.0

 I have installed JDeveloper 11g version 11.1.1.5.0 and I suppose webcenter is a part of this version. I am not able to see 'Web Center Application' menu when I am trying to create a new application. Please help.  I am using JDeveloper on my laptop (Windows OS).
