Billing Extension in Oracle Projects

Hi,

Will the Billing extension override the distribution rule?. 

Example :-

Project is Work/Work. As per std functionality, we have to generate revenue and then invoice for the expenditure items booked. 

If billing extension is used, events are created for revenue and invoice. In this scenario, will the invoice generate without revenue generatation which is same as Work/Work?
