Tax not available under Invoice Entry > Lines > Tax Classification Code

I am trying to put on invoice and need a certain Tax Rate to apply to them, but the Tax Rate is not showing under the Tax Classification Code.

If I try Tax Details, I can select the Tax Regime Code, the Tax, the Tax Status - but no Rate Name & Rate.

If I check EBTax - I can see the rate there. Also, checked ZX_INPUT_CLASSIFICATIONS and I can see it there.

Can anyone please let me know what is the logic behind this so I can make the Tax Rate available?

I did check the Tax Rate details in EBTax and cannot see anything different from another Tax Rate that does show up...
