Recurring orders

We are on E1 9.0 and are uing recurring orders.  I have checked all 6 places where backorders are set to allowed or not allowed and all are set to allowed.  The version of P4210 that is being called from the R40211Z is set to check availability and back order or cancel.  When I run the R40211Z my orders are getting created, but lines that do not have availability are being cancelled instead of backordered, even though all settings are flagged to Yes.  When I use the same version of P4210 to enter lines manually, they are backordering correctly.  Has
