ORA-28108: circular security policies detected

I am getting this error "ORA-28108: circular security policies detected" but I only have one policy created.  How can I have a circle of policies? The Oracle database is 10.2.0.5.  Listed below is the entire message from the .trc file.

Error information for ORA-28113:
Logon user     : T26423
Table/View     : THRESHER.REF_COMPANY
Policy name    : REF_COMPANY_POLICY
Policy function: SECURITY_CONTEXT.SET_COMPANY_NUM
RLS predicate  :
 company_num in (select company_num from thresher.ref_company where regulated = 'Y')
ORA-28108: circular security policies detected
