/etc/projects settings for database

Hi Experts
There are two ways to set resource  parameter in solaris 10 i.e. /etc/system and /etc/project.

But if you are doing a database install it is always recommended to set  parameters on both the places as there are known issues if you set only /etc/projects.

Is there are any known issues if we only set /etc/project?

Can some please advise why it is so ?
