EM12C for standard edition databases: EE license with partitioning option required ?

I want to use EM12C for a server with several standard edition database, which are currently managed by database control.In the installation there is a database EE with partitioning option required.
As i understand, there is a license concluded for EM12C to take the repository.
May i install and use EE with partitioning option on this server for this repository for free ?
