order release - mod - edit shipment in 6.1

I am seeing some behavior with OTM loosing the S_SHIP_UNIT_ID when a modify order release runs.  It is using the ORDER RELEASE - MOD - EDIT SHIPMENT action to make the changes.

This agent was created in version 5.5 and was migrated to our 6.1.6 installation.  With 6.1.6 OTM changed to using order movements.

Do I need to change my agents to use Order Release - Mod - Propagate Changes?
