Manual zero line tax import without calculating..

Hi -
I want to import dummy invoices with one Item line with zxy amount & one tax line with zero amount.
Once the payabale open interface imports. It should not calculate any further taxes.

Example of Requirement -

Invoice amount ( header)  -1000
       At line level ( distirbution)
             1. Item                 1000
             2. Tax                     0

It should validate without any holds..
Please revert back ASAP.
