French Translation is picked up for Output Generation,Output of the Conc Req is in French, But Burst

 Hi,EBS R12, XML Publisher 5.6.3
We have a XML pub template XXGLOBEFT.rtf, Language is English Territory is United States.
We uploaded a Translation Language is French Territory is Canada. Translation is for static fields/column names in the report.
We also have a bursting control file, to send out emails of the report output (PDF)files.

When I run the report with Canadian French as the Language in Conc Requests, The output PDF file has French Translations as expected. But the Bursting job that is kicked off is sending out an email which has the PDF output in English.
