Oracle Payroll CheckWriter (XML): How can I enable the disabled Template Button.

Hi Oracle BI Publisher,

In Oracle Payroll>Program>Check Writier (XML) for US, Template  PAYUSCHKWVXML_en.rtf, the UPDATE button is disabled.
How can I enable that button so that I can upload my customized RTF Template?

Can anyone provide their inputs? Any help is greatly appreciated.
