How To setup mobile users for different operating units

This is regarding Mobile Field Service.

Requirement :-  How to setup mobile users for different operating units.

Currenty we have Mobile Field service application available for US users

Profile option: Mo operating unit is set for responsibility  " Oracle Mobile/Field Service Laptop" is at responsibility level and value is US OU.

Now Australia operating unit is going to use Mobile field service application  and Responsibility Oracle Mobile/Field Service Laptop should be assigned to user  in order to access MFS .

MO : operating unit can not be set at user level. 

How to handle this situation.
