Compile another user's functions

I have a user and I want him to be able to compile another user's functions and procedures. If I grant execute he cannot compile them. If I issue grant alter any procedure to user he can modify them but then he has access to all procedures and functions in the system. Is there any way to allow the user to compile ony certain procedures?
